During the last mentioned discussions, Dr. Savimbi again explained his viewpoint about the political developments in Angola in detail. He confirmed his policy of peaceful neighbourliness and economic cooperation, also with regards to South Africa. He promised to do everything in his power to prevent armed SWAPO’s from infiltrating South-West Africa. He instead had issues with Owambo refugees as well as SWAPO guerrillas from Zambia. He hoped that he could reach an agreement with Kaunda to retract the last mentioned group and called on South Africa to prevent the Owambo refugees from entering Angola. At that stage there were about 450 Owambo refugees and 250 SWAPO’s living near UNITA bases, although all were disarmed. Dr. Savimbi also promised that SWAPO attacks on South-West Africa would not be tolerated. The problem, though, was that some SWAPO-leaders were pro-MPLA and that members of the Kuanyama-tribe claimed that they were not Angolans, but Namibians, and thus owed no loyalty to UNITA.
