In the meantime, something else occurred that contributed to the fact that the negotiations between the RSA and the FNLA started to carry more weight. On 24 May 1975, Mr. Chipenda, with a small following which included his brother-in-law, Pilisso, arrived in Rundu, where they were met by Capt. W.J. van der Merwe and Lt. J. Truter of the South African police (Security Branch). Four days later, on 28 May 1975, Mr. Chipenda again visited, this time in Windhoek, where he met with a representative of the Department of Foreign Affairs.
