Even before Chipenda had arrived in Rundu, the Department of Foreign Affairs had approached the Prime Minister to discuss issues on weapon supply to the FNLA with him. Premier Vorster thereupon asked the South African Defence force and the Bureau of State Security for their opinions. From the SADF, Commandant Knoetze had already compiled a memorandum which was presented to Minister P.W. Botha on 26 June 1975 and on the same day, by Mr. Botha to the Prime Minister.
