The MPLA had decided to launch another offensive against UNITA in Central-Angola. It was a new approach to the war and later proved to have been a healthy decision.
But Roberto continued to believe in the FNLA capturing Luanda. This, to him, remained his key to success. At one stage he considered a plan to infiltrate 500 men, specially trained for it by Chinese instructors, into Luanda in order to undermine the defence of the city through sabotage and mass actions. He also planned to drive a wedge between Luanda and Henrique de Carvalho (Saurimo) to establish a link-up with the allied forces in Southern-Angola.
