The South African government had accepted a four-phased plan for the provision of assistance to the FNLA and UNITA on 24 September 1975. Phase 1 comprised the defence and preservation of the area still in the possession of both UNITA and the FNLA, which, as indicated in the previous chapter, had already been initiated in Central-Angola.
Phase 2 comprised of the recapture of the south-west corner of Angola, including the cities of Sá da Bandeira (Lubango) and Moçamedes (Namibe). As the training progressed, the forming of a task force with the code name Zulu was initiated as part of this phase.
