When Maj.-Gen. Viljoen’s team had first visited Dr. Savimbi and thereafter Roberto on 1 November 1975 in another effort to obtain cooperation between the two, Savimbi was most grateful for the support he had received and asked for more support for the planned conquest of Benguela, Lobito and also Luso (Luena), as well as areas in north-eastern Angola. In reality, Phase 2 of the South African plan specified that the conquest of the south-western corner of Angola be completed before the capture of coastal cities, as envisaged in Phase 3, were embarked on. Savimbi was therefore told that the coastal cities would indeed be captured, but that the capture of Luso was not included in the planning.
