The headquarters of SWAPO's north western front had been established.in bases in the town of Xangongo in 1981, when a South African mechanised force attacked the base during Operation Protea. PLAN Operational Command Headquarters (OCHQ)
The Operational Command Headquarters (OCHQ) was created by the SWAPO Military Council when the war intensified after the Cassinga attack of 4 May 1978. The OCHQ was independent of the civilian set up and reported to the Defence Headquarters in Lubango from where it directed the day-to-day activities

The Military Council (MC) drew up strategies for the operations conducted by the People's Liberation Army of Namibia (PLAN). Its members were either regional commanders or political commissars while others were chosen by merit of their vast experience in the struggle.
