The landmines found in road works, especially, were poorly camouflaged and were quickly spotted and flagged and therefore avoided, but due to a lack of engineers they could not be disarmed and recovered. At the base of the plateau, about 40 kilometres east of Lobito, the Lobito-Benguala road linked up with the road to the north, which was also the main road to Novo Redondo. There was another road along the coast and the refugees could therefore leave Lobito along two routes. Commandant Webb, who had in the meantime joined his combat team, considered his force to weak to block both routes and therefore decided to only set up an ambush on the main road.
