From as early as
July 1983 there had been signs that SWAPO intended to withdraw about 1,400
members of their “Special Unit” to the Lubango and
Donga areas for preparations and retraining for infiltration during the coming
rain season. It was apparent from a conference that was held in Botswana during
May 1983 between SWAPO and SWAPO Internal that they were intend upon a much
more coordinated effort than ever before. A consequence of this conference was,
among others, the establishment of a more coordinated effort of the internal
struggle in South-West Africa, as well as the
involvement of SWAPO Internal in the establishment of an infrastructure for the
pending infiltration. It seemed that SWAPO Internal had, in fact, never been
active in the Operational Area of northern SWA, only SWAPO (PLAN).
