The district headquarters at Serpa Pinto (Menongue) was not located centrally, rather much towards the north-western border of the spread-out Cuando-Cubango district. Serpa Pinto is linked to Moçamedes (Namibe) by rail, but extremely bad road links in the district made administration and control very difficult. Garrisons had to be supplie4 over very long distances, using dirt roads with wooden bridges over the many rivers and streams, all of which was difficult to maintain and secure effectively.
