RE: 1 Military Town Management

Allan Neill, 69281376BV. Currently a Junior Officer serving in the Reserve Force of the SANDF.

I commenced my Military Service in the SADF as a National Serviceman at 1 Signals Regiment Voortrekkerhoogte between July 1972 and April 1973. 2 camps were done, 1 in 1975 and 1 in 1976. I attained the rank of Corporal.

In January 1977 I attested into the SADF Permanent Force component, appointed as a Sergeant and was posted to 5 Military Works Unit in Tek Base in February 1977. Being a qualified Electrician I suppose this is where all the artisans were sent. In May 1977 I was transferred to 1 Military Town Management Voortrekkerhoogte. This Unit was situated directly behind TSC and diagonally across from the SAAF Mess. 1 Military Town Management was still in its infancy when I arrived there, especially on the technical side although the Administration function of the Unit, both the military and civilian staff had been functioning for some time prior to my arrival. The core function of the Admin component was the control and placing of Permanent Force members and their families into SADF quarters in Voortrekkerhoogte, Waterkloof, Valhalla, Pretoria CBD areas and Wonderboom ie; houses and flats controlled by the SADF or Private houses or flats that were under contract to the SADF.
On my arrival I was thrown into the deep end and instructed by the RSM to Identify and order all the necessary items that was needed by artisans to maintain SADF buildings, Units, Regiments, HQ's, Kitchens/Mess areas, Houses and flats. Quite an enormous undertaking for someone who had joined the SADF 3 months prior. Before the ordering took place I was deployed with a civilian contractor to get an idea as to what the core function of the 1MTM maintenance department would be involved with. I was not involved with the actual ordering but items were ordered according to my drafted lists.

Staff Component 1977.
Officer Commanding: Cmdt. D.J.P. Kotze
Second in Command: Major A.P. Els.
Adjutant: Captain Q.A. Samuels
RSM: WO1. J. Badenhorst.

The names of the Admin staff has been omitted here due to me not knowing who actually did what. The staff component bas predominately ASC, SAAF and Civilians.

Technical Staff 1977. All QMG.
WO1. J. Badenhorst (RSM) acting SOO1.
S/Sgt D.L. Goddard (Electrician)
Sgt. A. G. Neill (Electrician)
Sgt. D.R. Van Rooyen (Civil Works)

Sgt. J.H. Cloete. (Plumber) QMG.
Cpl. N.J Breytenbach (?) QMG.
Cpl. T.C. Pienaar (?) QMG.

No group photos were taken in 1978 or 1980.
In 1980 Cmdt Kotze retired and Cmdt. Symonds became O/C.
Maj. Beeker was promoted to Cmdt in 1980 and became O/C of 91 Ammo depot at De Aar.
Maj. Samuels was transferred to AFB Hoedspruit in 1980 and was the Adj there.

The admin Staff is not mentioned in my history due to me not knowing exactly what there functions were. Our daily Job cards came directly from Amin who logged al the tasks before handing the job cards over to our technical staff.

Every Friday morning was Inspection parade for personnel in full step-outs and also vehicles inspections.
The last Friday of every month was O/C parade. I always ended up doing the Roll call on every parade. To this day I could never figure that one out.
1 Military Town Management functioned along Municipality Lines. A Mini Municipality for want of a title. All maintenance work, especially electrical, exactly how the municipality technical departments functioned, we did, we worked on overhead low voltage power lines down to cable jointing and all those other electrical tasks in between.

Keppler Wessels was at one stage our Unit gate guard. I never had much to do with him, Pity, maybe he would have remembered me when he became a famous cricket player.

I resigned in January 1981. ...
