Initially (1991-93) awarded for exceptional ingenuity, resourcefulness, and ability, and extraordinary leadership, dedication, and sense of duty and personal example and courage in mortal danger (non-operational). Later (1993-2003) awarded for exceptional courage, leadership, skill, ingenuity or tenacity in dangerous or critical situations. |
