The withdrawal of the modular company of 4 SA Infantry Battalion on 5 February 1980 and its temporary replacement with a three-platoon company of 2 SA Infantry Battalion until the end of February made the execution of the instructions for Operation Carrot, which was the securing of the responsible area in northern South-West Africa, unachievable, according to the Officer Commanding 61 Mechanised Battalion Group, Commandant Dippenaar, who had been tasked with this responsibility.
