Operation Dolfyn 

INTRODUCTION

 

1.                    In view of the USA’s efforts to facilitate the withdrawal of Cuban forces from Angola, by early 1983 the SADF had been required to exercise extreme caution during the execution of operations in Angola. For this reason confrontation with Angolan and Cuban forces had to be avoided except if action was required in self-defence.

2.                    Actions against SWAPO (PLAN) had, however, to be continued in order to ensure that :

a.  SWAPO’s standing in SWA was not strengthened in the least and that any further infiltration into SWA was hindered and possibly even completely prevented;

b.  The situation was stabilised before any elections could occur in SWA in order to achieve maximum participation and make unimpeded elections possible;

c.  SWAPO forces were not given the opportunity to support FAPLA or hinder UNITA occupation of southern-Angola.
